Purpose of the Fellowship

The Burghley Fellowship in Commonwealth Economic Intelligence (BFCEI) is a prestigious initiative that appoints expert academics—one for each Commonwealth country—to form a globally respected network of specialists in economics, trade, and investment. Their mission is to:

Ensure that information published on the Market2Commonwealth Portal is accurate, scholarly, and regularly updated.

Provide critical insight into in-country digital resources, datasets, and AI-accessible
tools.

Build academic and institutional credibility through cooperation with local
universities, think tanks, and ministries.

Standardise, peer-review, and elevate trade and economic data across the
Commonwealth.

This elite cohort will not only ensure a strong academic foundation for Market2Commonwealth, but will also act as global thought leaders in applied trade intelligence.

Responsibilities of a Burghley Fellow

Each Burghley Fellow is expected to contribute in four core areas:

1. Country Intelligence Creation & Maintenance

  • Produce and regularly update a detailed 30-section national economic, trade, and
    investment profile. 
  • Align content with the approved Market2Commonwealth methodology and
    standards. 
  • Respond to economic events, trade changes, or policy reforms with timely revisions.

2. Resource Identification

Compile and maintain a curated list of national digital resources including:

  • Government economic and trade portals
  • Investment authority website.
  • Policy research institutes
  • AI-compatible datasets

3. Committee of Fellows Participation

Serve on a virtual Committee of Fellows responsible for:

  • Reviewing and peer-assessing profiles from other countries.
  • Providing methodological feedback and content validation.
  • Participating in periodic virtual roundtables and annual symposia.

4. Thought Leadership & Collaboration

  •  Author or co-author articles, policy papers, and case studies in collaboration with
    Devonshire Wessex and the Group Chairman of Market2Commonwealth.
  • Represent their country in Commonwealth-wide intelligence publications.

Remuneration

  • Fellowship remuneration will be determined on a case-by-case basis, taking into account:
  • The economic context of the country represented
  • The seniority and academic profile of the Fellow
  • The level of engagement required (light, moderate, or full)

This flexible model ensures fairness and adaptability across all 56 Commonwealth nations.

About the Fellowship Name

The Burghley Fellow in Commonwealth Economic Intelligence (BFCEI)

The Fellowship proudly bears the name of William Cecil, 1st Baron Burghley (1520–1598) — principal advisor to Queen Elizabeth I and one of the most influential architects of early modern England’s financial, administrative, and trade infrastructure.

As Lord High Treasurer, Burghley was instrumental in guiding the Crown’s economic policy and diplomatic strategy during a formative period for England’s emergence on the global stage. He was not merely a minister of state, but a pioneer of strategic intelligence,
long-range planning, and evidence-based governance — traits that define the ethos of this Fellowship.

Global Structure and Governance

  • Committee of Fellows: Peer-led standards board chaired by the Chief Academic Officer of Market2Commonwealth. Support Secretariat: A dedicated coordination team for communications, editorial review, and technical support.
  • Peer Review System: Each Fellow participates in the quality assurance process by reviewing the work of two other Fellows annually.
  • Term: One-year renewable appointment, subject to performance and contribution.
